Leif, Simply put, better performance. Performance analysis of AS/400 shows that over time access groups have not been providing the performance gain that they once did (that is, all things change over time). The idea of removing access groups came about when looking for performance enhancements for job initiation/termination (something we are all generally interested in), and various runs of signon/signoff performance tests showed a definite performance gain without PAGs. As such, it was decided to turn off access groups in V4R4.
