George, there are a couple answers to your question. I can give you an answer, but need a little more info.
What costing methodology do you use? Standard costing? Actual costing? Also, how do you pay your people? Incentive? Flat rate? Earned hour vs worked hour (not that unusual for repetitive environments)?
Email me that off line and I'll see if I can help you. I do some consulting (I'm a CPIM, too), but I'm not billable on the thread - just trying to help people when I can... :).
I sure have gotten a lot of help myself off this thread over the years! Glad to help others...

Subject: [MAPICS-L] Labor Variance in REP
It is my understanding that actual labor is not recorded in REP. Could
a REP user please let me know how you explain to the cost accountant
that labor variances are not important? Or what the alternative is? A
small application that captures people logging on and off schedules
would provide what I need, but I want to be sure it is the best way to
go. Thanks in advance for any advice. AND CONSULTANTS!!! THIS IS NOT
AN OPPORTUNITY FOR YOU TO GET BILLABLE TIME, PLEASE DO NOT CONTACT ME.
