Marc,
We have a mix of controlled and uncontrolled warehouses which are
selling warehouses.
While entering an order there is a function key to change defaults. On
the Edit Data Default screen we have Default allocation status = 0 =
Item balance only. We get the pick list quantity in the item balance
file = sum of all order items which have not been shipped.
If I change this to 2 or 3 then the SLALLO file comes into use.
I will have to experiment to figure out how this is working and to find
where all of the problems are.
I would have to shut off letting MAPICS control loading the SLALLO at
order entry time and write programs to load/update the file as items are
made available to the shipping warehouse.
Is anyone doing something like this?

Are you running an uncontrolled warehouse? I think this is file is only
used for discreet allocations which can only be done in a controlled
warehouse. This would explain the absence of records.
You don't need Batch Lot Control, which is a different function
associated
with a controlled warehouse.
