Peter,

We are at R6 and had the same problem securing Workbenches.  These were
the instructions from Mapics.

Workbench Security - 

Security is tied to Subsets in CAS
create folder on user's pc to secure

C:\Program Files\Mxacsr6
  create empty text file WRKBNC.SLL

If you don't build a blank file on the user's pc, they can delete the
workbench.
