"If you look in CAS under the area of Client Customization you may see a 2 
tasks.  One is WRKBENCHES/MNTPUBLIC and the other is 
WRKBENCHES/MNTPRIVATE.  These will control who is allowed to create 
workbenches.  For public orkbenches you can assign a task to limit which 
users can access the workbench."

Thanks Robert; however, I checked and I can't see task WRKBENCHES.
