If you have both tape drives connected to the same machine. You could use 
the command DUPTAP (Duplicate Tape). This would allow you to copy it from 
one to another with out restoring it. However if that does not work you 
could look into the virtual tape drive. This is new I think at v5r4 maybe 
v5r3. This would then allow you to run the DUPTAP over the virtual tape 
drive.
