When using Personalized menus it means there are two steps in setting up 
security.  First you have to go through and grant them access to the task 
(Access = Yes), and then you have to grant them the authority to use that task 
(in many areas there are sub tasks under an accessed area) (Authorized = Yes).  
Once you have granted them the access and authority, then you must assign the 
menu option to their user id or assign it to a group.  Using personalized menus 
takes twice the maintenance time and requires someone to monitor and tweek as 
people come and go.
