I think the Access = Y means the user is able to access the task. The
Authorised =Y means he is authorised to use the task.
i.e. If the task is locked, the user will need to be authorised to allow
him access. If the task is not locked then even though the user is not
authorised, the access field would still show Y.

No, I'm talking about when you authorize the user to use a personal menu
option - AMZM38.  If you drill down far enough, you'll see what I mean.
You'll  also see it in the  reports from AMZM38. Looks like this:
