I had a look at the files, and both of the 'CST' files were empty, both in 
the version 6 environment and the version 7 environment.  The DFNAGR was 
populated in both.  The DFNDSC did not exist in the version 7 environment, 
so I copied it over and tried the Conversion again.  Still nothing...

I am SOOO close to 7...

We had the same problem and followed this procedure from the support
site:

Files for integrator and custom definitions conversion:
     CSTAGR
     CSTDSC         [CNV/ERR]
     DFNAGR
     DFNDSC         [CNV/ERR]
Migration brings these files over from R6 to R7, and conversion is run,
reference SH14413 section 7.
After conversion is run CSTDSC and DFNDSC will have [CNV/ERR] appended.
If the files are empty, after migration,  the workaround is to CPYF
*REPLACE from the files in  R6 and rerun the conversion in section 7 of
SH14413.
