Eric, We have never seen this problem but we are still at ptf 2624. If you search for AR locks they really have been messing around with it putting code in and out. Our AR Inquiry does not have any MAPICS file in update mode so invoicing should be able to run. Any mods in the invoicing area or in the inquiry area? What file is specifically waiting for a lock?
