We have been using KBC for about 10 years and I don't believe that
vanilla code will do any sort of inventory availability check. 

One idea to explore would be to:
Flag items such as the 433 as items that had other potential BOM
configurations.  Consider using one of the ITEMAS user fields for this.
Then create a new BOM extension file with all of the optional
parent/component records like:

Parent  component       qtypr   component       qtypr
433             4500XX  10
433             4500AA  6       45000BB 4
433             4500CC  8       4500DD  2
Etc.
You could put multiple components & qtypr in each record or create
separate single-level records and link them together with some sort of
common configuration code that you come up with (1,2,3, etc). Either
way, this extablishes alternate ways in which you can make the 433.

During the BOM explosion in MO release you could just invoke a small
program that would simply interrogate the ITEMAS user field to see if
this guy could have possible substitue configurations. If so, go and hit
your BOM extension file and check availability and create the MODATA
records based on the qty onhand logic you referenced. 

Don't forget to think through the MRP ramifications on this.  If your
planning system is tuned into planning for BOM option 1 and your new
little custom hook always overrides it and creates MOs with BOM option 2
you could hose yourself on the material side.

I love these types of challenges and this sounds like one that is very
solve-able with a minimal amount of code. Good luck.

I thought of using alternate BOM's and have the planner check each combo
but that would be to much work.

Any ideas would KBC help in this situation?
