Don't know about browser creating MO's specifically but we did change
our QZDASOINIT pre start job entry to the reccomended 1 use from the
default 200 and it seemed to fix a locking issue with sysctl. Same
issue?

Has anybody seen this issue?  I checked with Mapics and they didn't have
a solution.  Periodically when creating an MO through MRP
recommendations in the Browser, MOROUT doesn't get populated with the
routing operations and I get transaction status messages such as "Unable
to allocate M077470 data resource" and "Data in use by user <user id>
job 508247, job name - QZDASOINIT".  The odd thing about it is that this
user/job is the one trying to create the MO.  It's almost as if the job
is stepping on itself.  Any help is appreciated.  Thanks.
