Security for deleting COM Orders

Does anyone know of a way of securing option 4=Delete in Order Maintenance?  
One of my customers had a situation where a user was entering an Order, Printed 
a Pick List, Pulled the products, Deleted the Pick List and Deleted the Order?

I can lock down the Reprint Pick List but how about the entire ability to 
delete.

The only security I have found is the ability of locking Order Maintenance but 
not the Delete Function as a whole.  Is anyone else concerned about this?  
Isn't this a security whole?
