Streamlining Packing Process

To the list,
I have a customer that is attempting streamlining the packing process.  They
think that using the container concept is the answer but I do not.  Here is
what they are attempting to achieve:

They want to be able to know what items are packed into each carton (or box or
pallet) along with its total weight. For example, if they packed 10 toasters,
25 pots and 15 pans into one large box, and ship the total units as 1 parcel
it weighs 75 lbs.

Their customer claims that they are only receiving (and paying for) 5 of the
pans.  Even though they signed for the 75 lb. box.  Since we have no proof
(except by weight and the Packing list) and the customer is very large, we
have to accept that.

Is anyone else running into something like this?
