We handled that by jumping to user-based pricing when we implemented Browser. That cost a bundle, but at least it was one time only. We use COM_Net, have used it since 1999. About two-thirds of our eligible customers (North America only, at this point) are using COM_Net (about 200 at this time). It has really improved our service levels, and the customers that actively use it really like it. We also developed some add-ons in RPG on the AS/400 (that we use internally), then used a package from Seagull Software called JWalk to provide Java panels for the web interface that run the RPG green screen panels on the AS/400. We added a link to those programs on the COM_Net menu, and viola! Quick and slick point and click applications that are available to your customers. We actually charge our customers to use the service ($24.95/month), and it's gone over VERY well. I really like the thin client approach, and it's easy to use. The new version that has just been released is even slicker, with a more standard "web shopping" look and feel - just like Amazon.com and other web sites. Shopping cart and everything.
