In my experience, x5250 doesn't even look in /usr/local/lib. I have to
manually "setenv LIB -L/usr/local/lib" or I can't build x5250.

That seems very strange since configure doesn't think you have macro
support or enhanced 5250 support in your version of tn5250. I think it

likely that you have an old version installed in /usr and a new version
installed in in /usr/local. That would explain why configure can't find
enhanced support (it is likely using the libraries in /usr/lib) but
running tn5250 -version from the command line shows 0.17.5
(/usr/local/bin
is probably before /usr/bin in your path).
Be sure to check for any installed lib5250.so or lib5250.a in /usr/lib
and
/usr/local/lib. You could do something like the following to check your
entire system for any occurance of a file with 5250 in the name:
locate 5250
