The 0.17 branch has ALWAYS required the glib libraries in your path.
That's the primary difference between the 0.17 branch and the 0.16 branch.

Maybe the first time you did it, you used 0.16?  That's the branch we make
the releases from...    for example, 0.16.5 is the 5th release from the
0.16 branch.

To get 0.16 instead of 0.17, all you need to do is specify it on your CVS
command, with the -r option.

cvs checkout -r b0-16 tn5250

Nothing changed, you didn't miss anything.  You just did 0.17 this time,
and probably did 0.16 last time.
