Terminals are assumed to be 80x24 under Linux unless: 1) The virtual terminal driver/terminal driver provides a method to retrieve the size of the terminal. Xterm does this, the Linux console does this. Unfortunately, there's no way via a serial terminal driver to do this. 2) The termcap/terminfo entry specifies a different number of lines.
