I've noticed this as well... Its obviously sending the keys that I typed to the AS/400, because if I type the whole line and press enter, it'll execute the command, even though it doesn't get echoed to the screen. I'm guessing its a bug in the typeahead buffer, since it only happens if you type stuff in while the emulator is in "Input Inhibited" mode.
