Domino 12.0.2FP4 is using Java 8.

From what I've found (disclaimer: the following results may be dated):

Java 11 is used by PTC Implementer and will go to 17 with 12.7. No ETA.
Java 11 is used by Nutech (but it varies by lpar)
Java 11 is used by GoAnywhere.
