Out of curiosity - what is "byte-to-byte conversion" in this context?

I am reading the PCL spooled file as a byte stream and am looking for
something to help me figure out how to interpret the PCL bytes.
A word of advice, PCL is quite large and a fully compliant implementation is non-trivial to do. Do not underestimate it.
