I am not entirely certain. Tomcat seems to know that it unpacked a war file to the folder, and when removing the war file the folder should go too (as you undeploy it). I do not know if that mechanism is persisted so Tomcat knows that "hey, that war went away while I was shutdown, time to undeploy".I don't understand.
