I explicitly created the foo folder and unjar foo.war into it manually,
but since we got Hudson running and scripts to build everything to the
bits to go to the customer this has thankfully degraded to mirroring the
dist folder on the build server.

Tomcat 6 doesn't seem to get upset about the war being gone. It just
starts whatever is already in the webapps directory.
