I'm attempting to put together a web app which includes an instance of
the BIRT viewer. The Java application pieces perform well, however, I've
noticed a severe CPU hit when a BIRT viewer report is requested. It
CPU is generally a much more precious resource on an AS/400 than on a modern x86 box.

When that is said, the AS/400 JVM does a lot of work when loading "new" classes which can be very visible especially for web applications. You can help by deploying web application in-place as directories ("exploded wars") instead of single war-files as this information is stored with the jar files in the IFS.

For your exact situation, please first validate that the high cpu-usage is also the case when doing the n'th report and not just only the first one.
