In that case, I would look at the stuff going into your InputStream "is".
How is it getting in there? It's possible that RPG uses an EBCDIC JVM and
your J2EE server uses an ASCII JVM. Check the value of

new InputStreamReader(is).getEncoding();

and look at how the data is getting into the InputStream.
