I don't think there is such a thing as an EBCDIC JVM. If the RPG is
using RPG's EXTPROC(*JAVA) support, the RPG runtime would be handling
any necessary conversions between the RPG EBCDIC and the Java
ASCII for
any character parameters or return values.

All JAVA (JVM) implementations must run UTF-16 internally to be called JAVA. This is a SUN requirement.
