Wow! <sigh> All I can say Thorbjoern is YOU ROCK!!!!
I cannot believe it was that simple and staring me in the face the whole
time.
I created the subfolders under \QIBM\UserData\OS400\SQLLib\Function to
match the pkg and it worked like a champ.
I feel like an idiot, but in a good way because that reminds me to step
back a bit and to make sure it's plugged in and turned on.
Thanks again because that opened the doors for us to implement a great deal
more java stored procedures.

We have a couple of production Java stored procedures.
Here are some things we found while testing out:
1) The Java class must reside in the following directory:
\QIBM\UserData\OS400\SQLLib\Function
2) The class had to be a member of the default package, we were
unable to get a package specific version implemented.
Out of curiosity. Did it not work if you placed the Bar.class for
"foo.Bar" as ...\Function\foo\Bar.class ?
Classpaths are notoriously tricky :(
