This is the sequence of events, i login AS400 using AS400 userid, password,
then use commang CHGLIB to set library list for this job, and then use command
new MessageQueue(as400,
QSYSObjectPathName.toPath("QTEMP", as400.getUserId(), "MSGQ"));

To create Message queue in QTEMP library,
The library does have QTEMP in library list
