Sloooow JT400 Connect Times to iSeries

We have a customer who is using the JTOpen Toolbox for connectivity to the 
iSeries. 

They are seeing up to 20 second init times for the initial iSeries and 
JDBC connections.

They are running an 810 at V5R2. 

Does anyone know how to improve startup times for Java connectivity with 
JTOpen/JT400 ?

We see about 3 seconds on a similarly configured 270 box. 

I'm thinking maybe there are some prestarts we can set up. 

Any input appreciated.
