If I recall correctly, at the time they first did this (some years ago now) there were some issues with bytecode and it was decided that going direct to Java and compiling on the target platform would avoid compatibility problems. You can actually modify the generated Java if you wish - I did it a couple of time just for fun. It is surprisingly readable for the most part.
