I created the Web Services using the default properties within Axis.  So, I
am not sure if they are session aware.  Do you know how I might find out?
Also, how would I run the JVM in verbose mode on the 400?

Are you sure it's not the web service that is slow on the first call? Is
it a session aware web service that does additional work on the first
invocation? 

Can you run the JVM in verbose mode and see what's getting loaded?
