Try: 
STRPCCMD PCCMD('C:\PROGRA~1\INTERN~1\IEXPLORE 
path\to\your\file') 

The ~ symbols indicate long directory names that are not 
recognized by DOS. 
The actual directory is C:\Proigram Files\Internet Explorer 
sicen 
that is where M$ Internet Explorer is installed on this PC.
