When I use just ecplise I go the route of using Apache's Axis for SOAP processing. It works quite nice and from what I understand IBM uses a lot of the same API's behind the scenes (i.e. WSDL2Java). Create a simple Java object in a Dynamic Web Project that has a few methods passing simple data types (Strings, chars, Dates, etc), then right click on that class and select Webservices -> Deploy As Webservice.
