I can definitely connect to a local as400 without a userid or password using
the toolbox driver, 
com.ibm.as400.access.AS400JDBCDriver,

with this URL, "jdbc:as400://", no problem at all, 

or "jdbc:db2:*local", for native driver

This seems similar to the discussion we had recently (thread "Connecting to
the iSeries DB using a user with no password") (but may not be, of course).
If it is, then what you describe may work with the native driver, but not
the toolbox, as I found.  Though I am thinking of trying it with the latest
version of JTOpen, to see whether anything has changed.
