Even ODBC to a local MS Access db works, or better yet, with a leased account to an iSeries, you should be able to access actual db2/400 databases using the AS400 Toolbox for Java driver. I just checked, an account to virtual400.com (I'm not affiliated with them, they are just the only one that I'm familiar with) from 9.99 you have basic access (which would give you a database to work with), and 24.95 you have access to Tomcat & the WDSCi eclipse tool.
