Telnet is not secure and has no ssl capabilities.  You will need to get ssh
for windows.  We use Penguinet to ssh from windows to our other systems like
iSeries and the *nixs.

EOF on the first read. The theory
that the customer's Port 992 either isn't
secure telnet at all, or is either

a quick and easy way to tell one way or
another whether 992 really is secure
telnet, or if it's something
else?
