First the program is not written for the AS/400 and must be platform 
indepentend.

Setting the QUTCOFFSET to 00.00 solve the problem, but I do not know wich 
others problems this may cause.

Thi is a bug in the Java implementation on AS/400.

If I run the progam under Win2k I have no problems and the time setting is set 
to GMT + 1.
