Check your user profile (or the user profile underwhich your job executes). There are settings for "locale" and "region" to enable OS/400 machines to deal with geographic dispersion of the underlying people who use it. I've found a lot of stuff is indifferent to whether these are set right (including QUTCOFFSET itself), but Java is not indifferent to at least QUTCOFFSET and it probably needs the other stuff set right, too.
