I found   QSHMSGF in QSHELL but I Don't know how did you look up text for
error 3489?

Anyway from the hint: "Error 3489 means: System resources not available to
complete request" I checked and found out the SBS QBATCH now has a setting
MAX JOB=1 and I reset it to 2 and the problem went away.

The messages are in QZSHMSGF in library QSHELL (and any secondary language
libraries also).

Code 4 means: Error ocurred when running a command.

Error 3489 means: System resources not available to complete request.

I suspect that the batch environment is not the same as the interactive
environment.  When you submit the job did you specify CPYENVAR(*YES)?  Are
there any other messages in the job log?
