Can't say I like it much either. All environment variable should
be inherited by qshell.
Lets do some basics.

What release are you on?

Are you running the latest cumulative PTF package?

Look in the job logs of all jobs that are involved and
see if there are any messages at all.
i.e. your signon job (that you type QSH in), and the job
that is created and actually runs QSH.
