RE: Qshell authority

I created a *USER - only ID and am able to run QSH & Java without problem.
My locale authority is
Object . . . . . . . :   QLGPGCMA        Owner  . . . . . . . :   QSYS  
  Library  . . . . . :     QSYS          Primary group  . . . :   *NONE 
Object type  . . . . :   *LOCALE

I would agree that the error seems inconsistent with the authorities you
have set.  Have you reported this to IBM via ANZPRB?
