[>] Hello, SQL and JDBC are complementary technologies. It isn't an either or situation. A very common situation is to use SQL via JDBC to communicate with the AS/400 DB2. The other way to communicate with your database is via the AS/400 Toolkit provided by IBM. The positive: the toolkit is faster in certain instances and may be more familiar to long time AS/400 programmers. The negative: the toolkit ties you tightly to DB2 on the AS/400 and it is a lot harder to find Java programmers that know and understand the toolkit.
