I hear you—it's ironic that IBM isn't putting out an OS/2 version. The file you download is simply a self-extracting zip-file. But what it extracts are Win 95/NT setup/install programs that further extract things. For now, I imagine you'd need to do the installation on a Win 95/NT box, then copy the various classes, .jar files, etc., over to your OS/2—or have them served from the Win 95/NT box. My point is that the San Francisco classes are not platform-specific. It's unfortunate that the installation, however, seems to be thus.
