We still haven't gotten a definitive explanation for our issue here. It was similar to yours in that the SMTP utilization would skyrocket (though ours would go to 80%+). Most, if not every, time, there was a message being delivered for the third or fourth or twentieth time. In our case, there was evidence that the Domino server was having network issues. We discovered that there was a bad ethernet cable, but that only cured part of the issues. I applied PTFs this past weekend and error has not recurred (to my knowledge). As for stopping what you are seeing, the sending server will either get the acknowledgement from your Domino server that the message was received (and stop trying to send the message to your server) or it will give up the delivery as a lost cause and stop trying. In our case, the sending server gives up after 24 hours.
