Urgent - Need 5799-PTL and can't download! -- DOMINO400

Sorry for the urgency... I upgraded a Domino server to 6.5.4 and FP1
yesterday and am working on installing LEI 6.5.4 today.  The LEIIG.NSF that
I worked and planned from had no mention of this, but the installer is
telling me I need to install the 5799-PTL licensed program "iSeries Tools
for Developers" before upgrading to this version of LEI.  Does anyone know
more about this?  I'm trying to download the program from IBM's website,
