Turns out we had the NCSO.Jar file specified in our notes.ini file.
The class loader could not find it in 6.03, so we entered it manually. 

The servlet manager did not like that in 6.5.4. We removed it the ini 
entry and everything is fine now. 

Anyone else have notice any issues with 6.5.4? 

I have a team of 4 QA testers going over all of our applications for the 
next month.

I will share any bugs.

The number one reason that R5 of Domino died on V5R3 was that IBM dropped 
some old version of jdk, 1.2 I think.  I saw errors similar to what you 
are seeing on a machine that tried to run R5 of Domino on V5R3.  But you 
were already running 6.0.3 so that shouldn't have been your concern, 
unless somehow you just missed it, but I doubt it.
