There was indeed  a problem in WDSC 4.0 SP3 when any of the xml files did
not exist,
communications daemon startup would hang. This should have been corrected
by SP3 fix SE08488.
When applying the patch, please make sure that it is successful and that
classes.jar has been
updated. This can easily be verified by checking the date and size of the
updated classes.jar
in the x:\wdsc\java directory with the backup one.
