This may not be your problem - but since you're getting no where...

Make sure the xml files are installed where they should be, and that they're
correct.  On V5R1 or V4R5 (don't recall which) I had trouble with the xml files
being incorrect.  It would happen from time-to-time.  I learned not to touch the
comm properties once set up.  On WSDC 4.0, many times the xml files in the
\IBM\Shared directory aren't all installed - which leaves the comm deamon trying
to start indefinately.  We installed about 100 copies and this happened to about
half.  To fix, had to copy the files manually.

On WDTS, I don't recall where they're supposed to be or how they're supposed to
look. But I got my answer on this list so you may want to check the archives. 
It was probably pre 9/11.
