What you say makes sense.  Something has run away.  But what? How?  Yes,
there are no evf* programs running.

I tried rebooting (several times).  I tried closing/killing all other
applications I had open.  The behavior remains the same.  It acts like it
thinks its already open.
  
Today at least the communication daemon is not continually restarting though

So you have no programs in the Task Manager that start with evf?
This has happened to me when evfcsrvd.exe gets confused.
I am wondering who keeps the comm daemon. There must be some runaway 
process running somewhere.
