The v5.1 product was not designed to be run on XP (it came out before XP).
If you are going for a new install you probably want the latest version
of the product (4.0) and it's current service pack (SP1).

Can WDT 5.1 be installed on Win XP? I get a message
saying I need to Administrator rights. Well, I do. It
does not even accept when I sign on as Administrator.
